La ‘Nueva Planificación Territorial Estratégica’ reaparecida en Europa a finales del siglo XX incorpora de manera intrínseca la necesidad de evaluación de los Planes de Ordenación Territorial. Esta evaluación no puede centrarse únicamente en evaluar el impacto de los planes, sino que debe realizarse también poniendo el foco en los procesos técnicos en los que se producen bienes materiales y la generación de conocimiento.
